The Idaho Conservation Officers Association was formed in 1976 as a non-profit corporation under the laws of the State of Idaho. The ICOA was established as an organization dedicated to the purpose of protecting and perpetuating the wildlife resources of our state and to promote a more efficient and able body of conservation-enforcement officers.

The mission and objectives of the ICOA are defined in Article II, section 2 of ICOA’s constitution and by-laws. They shall be:
  1. To promote a more efficient and able body of conservation-enforcement personnel and to meet our responsibilities and problems collectively.
  2. To create a truer sense of loyalty to the Department of Fish and Game and to our fellow officers.
  3. To aid in any manner possible any brother officer in distress.



How is the ICOA connected with the Department of Fish and Game?

The ICOA is an independent employee association representing Idaho conservation officers that work for the Idaho Department of Fish and Game. The ICOA's views, opinions, policies and publications in no way reflect the viewpoint of the Idaho Department of Fish and Game. The content of Idaho Game Warden Magazine is entirely the responsibility of the Idaho Conservation Officers Association.



Conservation Enforcement Creed
The philosophy, guideline and creed of the Idaho Department of Fish and Game Conservation Officer shall always be:

  • To assist the public in their compliance with regulations;
  • To save unfortunate offenders from unnecessary humiliation, inconvenience and distress;
  • To have no compromise for crime and to resolutely seek the violator, but with judgment charitable toward the minor offender;
  • Never to cite if a warning would be better;
  • Never to scold or reprimand, but rather to respect and inform.
